NE China encouraging farmer entrepreneurs

The city of Harbin, Heilongjiang province announced at a recent municipal government conference that it will have more policies to support farmers in starting a business and rules on professional skills training.
It also announced that it already has about 46,000 farmer start-ups in everything, from agricultural product processing to family farms to specialized peasant cooperatives, with more than 24,000 of them small to mid-sized and more than 11,000 in processing , and almost all of them involving planting, breeding, social services, labor supply, resource exploitation, or Internet Plus businesses.
One farmer in the village of Qiyi, near Harbin, Chen Honggang, who owns a rice store on China's biggest online retail site, Taobao, is one of the beneficiaries of the new rural e-commerce. More than 58 peasant households in the village have signed contracts with Chen to sell their products online.
The village received more than 120,000 orders this past year generating around 10-million yuan ($1.52 million) worth of business, and netting about 2-million.
Harbin specifies punishments for paycheck delays, in response to reports that migrant workers are often the victims of delayed payment of wages.
At the second plenary session of the fourth session of the 14th Harbin People’s Congress, delegates offered advice and suggestion for the city’s development and people’s livelihood.
The city of Harbin, Heilongjiang province announced on a video-conference on educational reforms, in Harbin on Feb 2, that it plans to combine the educational resources in its various districts to give students more choices.
A total of 1,356 officials in Harbin received punishment for violating rules in 2014, according to a press briefing held by Harbin Municipal Party Commission of Discipline Inspection and the city’s Bureau of Supervision on Jan 29.
