Harbin aims to become ecologically civilized city

A delegation of experts, officials and citizens inspected haze control and water environment protection to explore effective ways of environmental protection in Harbin, capital of Heilongjiang province, on Aug 22.

Qu Lei, vice-mayor of Harbin, made reports about the current implementation to control air pollution through regional cooperation, the Harbin Action Plan for Preventing Air Pollution, and measures taken to upgrade energy structure and increase investment in the environmental protection industry.

Jiang Ming, chairman of the CPPCC Harbin municipal committee, recognized the efforts made to control air pollution from motor vehicle emissions, renovate the “three ditches and one river,” and improve water quality in the Songhua River.

He stressed that different departments should cooperate with each other to ensure proper urban planning, develop an ecological economy and solve crucial issues in developing an ecological city.

He also suggested that future work should focus on the application of technical innovation in environmental protection and developing clean energy.

In February, the proposal to strengthen ecological environment protection and build a “beautiful Harbin” was confirmed as the top proposal of the third session of the 12th CPPCC Harbin municipal committee.

The proposal serves as a guideline for environmental protection, covering details to reinforce the concept of ecological city construction. It takes the construction of “beautiful Harbin” as a development objective, adopts different measures simultaneously to control air pollution and enhances the protection of the water environment.

The CPPCC Harbin municipal committee will urge its members to conduct deep investigation, pushing forward the construction of an ecological city so as to transform Harbin into a clean modern city with blue sky and green water.

Harbin ramps up childcare services

A new comprehensive service center for childcare in Harbin is expected to be finished by the end of the year.
