The office will identify difficulties being faced and the needs of foreign-funded enterprises in Harbin. It will do so by employing various methods, including on-site interviews, telephone interviews, questionnaires and organizing dialogue activities.
The collected information will then be submitted to the relevant municipal departments and the newly established office will coordinate and promote solutions.
For matters and problems not under Harbin's jurisdiction and that still need to be resolved by provincial and national departments, the Harbin office will dispatch them to the special working group of the Heilongjiang Provincial Council for the Promotion of International Trade.
