Harbin launches measures to boost local zones' development

Harbin, the capital city of China's northernmost Heilongjiang province, recently launched 16 measures to boost the high-quality development of its development zones.
 
The newly-released measures involve fields such as  upgrading development zones, building industrial clusters, and supporting industrial chain development.
 
To boost the transformation and upgrading of development zones, Harbin plans to give a one-off reward of 5 million yuan ($746,268.66) to the Harbin Economic Development Zone, the Binxi Economic and Technological Development Zone and the Limin Economic and Technological Development Zone respectively, if they rank among the central region's top 5 in the national economic development zone comprehensive development assessment ranking.
 
Meanwhile, the Binxi Economic and Technological Development Zone and the Limin Economic and Technological Development Zone will each be given a one-time reward of 2 million yuan, if they improve their central region rankings by 10 places or more compared with their 2021 national assessment rankings.
 
When also compared with the 2021 national assessment ranking, the Harbin High-tech Zone will be given a one-time reward of 2 million yuan if its ranking improves by more than 10 places (inclusive); and be given a one-time reward of 5 million yuan if it enters the top 5.
 
If a provincial-level development zone is promoted to the national level, it will be given a one-time reward of 5 million yuan.
 
If an industrial park is promoted to a provincial development zone, it will be given a one-time reward of 2 million yuan.
 
In terms of industrial cluster construction, Harbin will support the introduction of advanced manufacturing, information transmission, software and information technology services, scientific research and technical services, leasing and business services, modern finance, modern logistics and other productive service industries. The city will also encourage these new industries to extend to the high end of the specialized value chain.
 
In terms of expanding opening-up and cooperation with foreign countries, Harbin will support various development zones to introduce large-scale foreign trade entities.
 
For zones that increase their import and export volume so that it is higher than the city's average, and is valued at more than 100 million yuan (inclusive), a maximum reward of 5 million yuan will be given.
 
A one-time reward of 2 million yuan will be given to international cooperation parks or overseas industrial cooperation parks that have been recognized by competent commercial departments above the provincial level.
