Information industry
 
Harbin is seizing the opportunity presented by the national strategy to develop the digital economy, by implementing the "Smart City Construction Demonstration Project" as the core initiative. 
 
It aims to build itself into a leading industry cluster of new generation information technology in Heilongjiang province -- by promoting technological innovations such as massive data storage and processing, big data collection and mining and intelligent sensors; by promoting the in-depth development of application areas such as cloud data services, big data analysis and transactions circulation, smart manufacturing and smart home devices.
 
Harbin is striving for the output value of its information industry to reach 35 billion yuan ($5.04 billion) in 2021, with an average annual growth rate of 20 percent moving ahead.
 
It will focus on the development of cloud computing, big data, smart cities, electronic information manufacturing -- while actively cultivating its optoelectronic industry.
 
New materials industry

 
Harbin is looking to the new materials industry as the basis and foundation of its high-tech industry. It is implementing the "New Material Expansion and Upgrading Demonstration Project", which aims to break through the bottlenecks in industrialized production technology and application technology – as well as improve the stability, consistency and services reliability of new material products, increase the added value of new materials and promote the  development of materials in the economy.
 
It its striving to build a high-end new materials industrial base with outstanding national characteristics and to achieve an output value of 20 billion yuan in 2021, with an average annual growth rate of more than 20 percent.
 
It will focus on the development of high-end metal materials, composite materials and graphite materials.
 
Financial industry
 
Harbin is innovating the development of the financial industry and accelerating the construction of a multi-level financial market. It is implementing the "100 Billion Yuan Project for Financial Development" to further expand the regional influence and reach of its financial industry.
 
It aims to build into an open regional financial service center based in Heilongjiang, while radiating out through Northeast Asia. It is targeting achieving total revenue of 100 billion yuan in its financial industry in 2021, with an average annual growth rate of around 8 percent.
 
Harbin encourages existing financial institutions to become bigger and stronger, encourages the fostering of local financial institutions and is promoting the establishment of branches by Harbin Bank and Jianghai Securities in Heilongjiang province.
 
Harbin is committed to further extending the form of its financial services, establishing financial services platforms engaging with Russia and Northeast Asia -- such as ruble cash transaction centers, e-commerce settlement centers, investment and financing service centers and offshore financial centers.
 
It will strive to establish specialized trading centers for carbon emissions, agricultural and sideline products, technical property rights, forest rights, local corporate bonds and financial assets.
 
Modern logistics industry
 
Seizing the opportunity of Harbin becoming a national logistics hub, the municipal government aims to optimize the city's logistics development, implement a modern logistics integration demonstration project and improve related industry support facilities. It aims to become a city that is a modern logistics hub for the Northeast Asia region.
 
It will focus on the construction of four major logistics systems: an international logistics system covering Northeast Asia, a leading industrial logistics system in Northeast China region, an agricultural product logistics system covering the whole country and a leading urban-rural integrated logistics system in Heilongjiang province.

A new comprehensive service center for childcare in Harbin is expected to be finished by the end of the year.
