Harbin to further enhance modern industrial system

In China's northernmost Heilongjiang province, Harbin city will accelerate the development of its "4+4" modern industrial system through technological innovation during the 14th Five-Year Plan period (2021-25).

In the following five years, Harbin will consolidate and upgrade its four leading industries: advanced equipment manufacturing, intensive processing of green agricultural products, modern biomedicine, and characteristic culture and tourism.

The city will also cultivate and expand its four advantageous industries of information, new materials, finance and modern logistics. It will also create a forward-looking plan for future endeavors such as space and deep-sea exploration and the bio-economy.

Meanwhile, the city is to improve the industrialization level of general aircraft, advanced helicopters, unmanned aerial vehicles, robots, sensors and animal vaccines. It will build a strategic emerging industry cluster and aerospace industry base in Harbin New Zone.

In the past five years, Harbin has made significant breakthroughs in building a modern industrial system and boosting the integrated development of the digital economy and real economy.

The city's industrial added value accounted for a significant proportion of regional GDP increase, and the modern service industry was upgraded and expanded. The city's industrial competitiveness and innovation capabilities were also significantly enhanced.

In 2020, the economy for the whole year turned from negative to positive, achieving a growth of 0.6 percent and greatly exceeding expectations.

In 2020, a total of 565 "Young Eagle Project" projects were implemented, and around 2,000 scientific and technological personnel became entrepreneurs.

The number of high-tech enterprises in Harbin city reached 1,180, a year-on-year increase of 45 percent.

By strengthening policy support and business training, 2,185 enterprises passed the national scientific and technological small and medium-sized enterprises certification.
