In the first 10 months of the year, Harbin – capital of China's northernmost Heilongjiang province –added 142,470 newly registered market players.

The outcome was reportedly the result of the capital's efforts to improve its business conditions through a raft of initiatives introduced for simplified business procedures and upgraded services.
 
Currently seven links – including for business license applications, tax invoices, seal engravings, social security and medical insurance account opening and bank appointments – can be completed in one session.
 
On average, reports are that it only takes 2 hours and 10 minutes to approve and complete business start-up applications.
