Limin Economic Development Zone

Limin Economic Development Zone (哈尔滨利民经济技术开发区) is located in the Hulan district of Harbin. It borders Songhua River on its eastern side, and Hulan River on its northern side, and boasts an area of 128 square kilometers.
It was approved by the provincial government in June, 1991, and an area of 32.5 sq km –has already been completed. The project has already attracted 429 enterprises, whose total investment is expected to be worth 65 billion yuan ($10.58 billion).
Its fixed assets have reached 54.8 billion yuan and it has realized total revenue of 5.6 billion yuan and foreign exchange earnings of $660 million.
The zone enjoys a convenient transportation network, consisting of railways and highways, and also transportation by air and water. A bus service connects it to Harbin's Taiping International Airport, and it enjoys direct shipping to countries such as Russia and Japan.
Since it was built in 1988, Limin Biological Medicine Industrial Park, in Harbin city, Heilongjiang province, has enjoyed fast development. There are currently 59 companies settling here, 39 of which have started production, including 15 high-tech firms.
The park has 21 projects listed in the national and regional-level Torch Program and High Technology Research and Development Program (also known as the "863" Program). It is equipped with one national-level and three provincial-level labs, two academician workstations and three national postdoctoral workstations.
The park boasts 841 medicine varieties in 16 formulations, with 32 of them being national famous brands. It boasts intellectual property in 50 high-tech and 18 newly-developed products.
The park was approved as a provincial-level medicine science and technology park by Heilongjiang province in February 2012. In December, it was selected as a National Torch Program Medicine Industrial Base by the Torch High Technology Industry Development Center (Torch Center) under the Science and Technology Ministry.
In 2010, it was registered as a national High-Tech Biological Industrial Base and provincial New-Type Industrialization Pharmaceutical Demonstration Center by the National Development and Reform Commission.
In 2013, it was named a National New-Type Industrialization Demonstration Base by the Industry and Information Technology Ministry.
To cover a space of 20 square kilometers, the park is divided into five areas – science and technology research and development(0.3 sq km), manufacturing (14.7 sq km), logistics (0.8 sq km), services (0.4 sq km) and integrated support (1.8 sq km).
A 10-year construction plan will be carried out in three phases. The first, 2011-2013, will cover 5 sq km and cost 4 billion yuan ($650.4 million). The second, 2013-2015, will cover 5 sq km and cost 10 billion yuan, while the third, 2015-2020, will cover 8 sq km and cost 16 billion yuan.
Biomedicine
A total of 52 high-tech pharmaceutical enterprises - including Harbin Pharmaceutical Biology, Harbin Pharmaceutical Logistics and Gloria Pharmaceuticals – are the most important part of the biomedical industry park in Limin Economic Development Zone, which has led to the creation of 47 high-tech products, 50 independent intellectual property rights, and 32 well-known pharmaceutical brands.
Green Food
A total of 46 enterprises - including Heilongjiang Chia Tai, China Resources Snow Breweries and Zhengyanglou Food - are represented at the Green Food Industrial Park in Limin Economic Development Zone.
Culture and education
A group of 22 universities, including the Harbin Normal University and Howard College of Harbin Institute of Technology, are gathered in the zone.
Business and travel
The construction of a tourism industrial zone concerning an area of 32-sq km along the Songhua River is underway. It involves projects such as a market called Yiwu China Commodity City and Shanshan Yongda commercial complex, which are expected to create a high-end commerce services sector.
Harbin ramps up childcare services
