Projects, investments pour into Harbin New Zone

Over the period, Harbin New Zone has continuously improved its business environment and strengthened government services to improve its investment attractiveness.
Currently, 97 percent of administrative approval items can be completed through centralized handling.
Enterprise licenses can be handled within one working day, and the approval efficiency is at the top level in China.
Meanwhile, Harbin New Zone initiated an administrative law enforcement team to improve work efficiency.
The new team comprises more than 400 administrative enforcement officers, who will collectively implement the functions of more than a dozen departments.
Their powers cover 67 coordinated regulatory enforcement matters for urban management, market supervision, agriculture, forestry and water affairs, social affairs and professional technology.
They will have jurisdiction over 3,389 specific areas, with authorized powers to impose administrative penalties and carry them out.
Additionally, Harbin New Zone has introduced 202 reform experiences from Shanghai and other pilot free-trade zones and initiated 51 institutional innovation cases based on actual conditions. Of the initiated cases, four were selected and submitted to the Ministry of Commerce, and four were selected as provincial-level free-trade innovation cases.
