Meanwhile, Harbin New Zone will adjust its methods of carrying out contract performance supervision by temporarily refraining from conducting on-site inspections of the land market dynamic monitoring and supervision system amid the epidemic.
Elsewhere, Harbin New Zone encourages the use of idle land. Newly-started construction projects in the zone can directly apply for planning permission, and during the epidemic, idle land projects will not be charged fees for remaining idle or running behind schedule.
Moreover, the validity period of land evaluation and planning conditions will be extended to reduce administrative costs.
These policies aim to further optimize the review and approval process for various businesses in the zone, simplifying procedures and merging relevant review projects so as to help enterprises quickly resume work and production and expand production at full capacity.
