The Heilongjiang Provincial Government recently issued the Development Plan of the General Aviation Industry in Heilongjiang Province During the 14th Five-Year Plan Period (2021-25).

According to the plan, Heilongjiang will build top domestic general aircraft, engine, core component, and aviation material manufacturing bases, and will build the provincial capital of Harbin into one of two major national helicopter manufacturing bases.

A general aviation industry spatial layout featuring "one core, one belt, four areas, and multiple bases" will take shape.

"One core" refers to the development of Harbin's general aviation manufacturing industry, and "one belt" is the Harbin-Daqing-Qiqihar general aviation manufacturing supporting industry belt.

General aviation R&D, manufacturing, consumption, and comprehensive service guarantees will be the priorities of Heilongjiang's general aviation industry.

With help from the abundant experience of AVIC Harbin Aircraft Industry Group Co in the field of civil helicopter R&D and manufacturing, Heilongjiang will accelerate the development and industrialization of key helicopter models with market competitiveness, such as the AC312 series, AC332 series, and AC352 series.

In addition, relying on the industry influence and market position of the Y12 general aircraft, Heilongjiang will continue to increase the market competitiveness of the Y12 series aircraft, and promote the manufacturing and production of light sports aircraft, small piston general-purpose aircraft, and light helicopter projects in Harbin.

Other plans for the aviation industry to be carried out in Heilongjiang include establishing a general aviation manufacturing innovation center, conducting key aviation technology R&D, commercializing relevant scientific achievements, and building a low-altitude tourism demonstration area.
