These initiatives focus on creating a top-tier, accessible market entry environment, ensuring fair and orderly market competition, fostering high-quality market innovation, and establishing a standardized and just legal market environment.
The 30 specific measures are designed to cultivate a market-oriented, law-based, and international business environment, thereby facilitating the sustainable revitalization and economic growth of Harbin.
One of the key highlights is the implementation of a "zero-cost" policy for new business startups. New enterprises across the city will receive a "business startup package," which now includes four free seals instead of the previous three. Additionally, districts and counties with the necessary resources are encouraged to offer free seal services to individual businesses.
The city also supports the transformation of individual businesses into enterprises. A voluntary "individual-to-enterprise" cultivation database will be established, along with a streamlined transition process. There will be an exploration of preserving existing licenses, allowing individual businesses to retain their market regulation licenses during the validation period.
Further reforms include the integration of the license and permit processes. A task list for "license integration" reform has been developed to streamline administrative licensing and approval services. This involves a "one-window acceptance, parallel approval, and one-time completion" process to enhance approval efficiency and improve the public's experience.
These comprehensive measures are set to significantly enhance the business landscape in Harbin, paving the way for robust economic and social development.
