Harbin specifies punishments for paycheck delays

Harbin labor security bureau says it will make sure that migrant workers get their paychecks on time, in response to reports that migrant workers are often the victims of delayed payment of wages and the first step in a campaign to protect workers’ rights.

The announcement came from a publicity campaign on Central Ave, on Sept 13, where the city said it will keep a close eye on people who hire migrant workers but fail to pay on time and is setting up a wage payment system and supervising all construction sites.

Officials from the bureau say that they will also do regular inspections and will work with the municipal housing and urban-rural development office and public security department and increase penalties on violators and suspend or cancel their business license or expose them in the media.

The vice-mayor, Ren Ruichen, took part in the campaign.
