The travel of a delegation in Beijing, which was led by Song Xibin, mayor of Harbin, has got a group of projects on economic and technical cooperation.

The delegation had negotiations with executives from the major Chinese cross-border e-commerce business DHgate.com, the Brazilian aircraft manufacturer Embraer SA, China’s time-honored "home of painters and calligraphers” Rongbaozhai, and Beijing’s Loongs Investment Co.

When the CEO of DHgate.com, Wang Shutong, proposed setting up an experimental zone for e-commerce trade with Russia in Harbin, Song commented that it was high time that a zone like that be set up then went on to give reasons.

“Russia’s e-commerce has seen rapid growth in recent years but the logistics are a problem in cross-border e-commerce. But, Harbin took the lead in opening a charted cargo flight in 2013 and, last year, it was designated a central city for Sino-Russian cooperation by the Chinese government and is gaining more attention from its northern neighbor in trade cooperation,” Song added.

So, DHgate and Harbin went on to talk about making their duties clear and choosing one or two Russian cities as pilot sites for dealing with bottlenecks caused by customs, logistics, and exchange settlements, with Song suggesting that DHgate provide an e-commerce site for the zone and improve quality supervision.

In talks with Rongbaozhai, Song said he welcomed the State-owned antique enterprise’s plan for a traditional arts town in Harbin, since the city has its own unique culture and wants to promote traditional Chinese culture.

Other things the delegation took home include a film complex proposal from Loongs Investment, which can develop film production companies, a cloud computing center for the media, movie amusement parks, shopping malls, and fashion and entertainment facilities on the Songhua River.

Song also held talks with Embraer SA’s president of sales and marketing for greater China, Guan Dongyuan, about developing an aircraft assembly facility in Harbin, a joint venture with China’s Aviation Industry Corp.
