Authorities in the city of Harbin, Heilongjiang province say they have plans to put 2.9 billion yuan ($453.12 million) into several dozen “start-up spaces” (“zhongchuang kongjian”) and incubators by 2017.

These will include 57 sites for micro-to-small start-ups, 12 trading company clusters, and scientific and technological start-ups spaces with the government providing 730-million yuan for 2015, then 1.2 billion for the next year and 950-million yuan for the year after that.

They say they will also encourage enterprises and institutions in the city to make better use of non-commercial property, idle office space, and unused factories and warehouses for entrepreneurs, with the small–to-mid-sized enterprises, in technology and sourcing, as the main beneficiaries.

They say these facilities will cover office buildings and facilities for manufacturers and entrepreneurs and websites for exchanging ideas and various services.
