Harbin eyes further development of its economic zones

The municipal government of Harbin -- capital city of Northeast China’s Heilongjiang province -- reviewed its development zone development during 2019 and approved plans for the current year in a form of video conference on May 12, according to local officials.
 
Statistics from the 2020 Harbin Development Zone Work Conference showed that Harbin had optimized and restructured 20 development zones, industrial parks and industrial demonstration bases -- approved by the Heilongjiang provincial government -- into 12 development zones last year.
 
Officials said the city's development zones were also simplified and nearly 50 zombie enterprises were reorganized, accelerating the intensive reuse of land resources in the zones.
 
Last year the overall assessment of the main economic construction indicators of Harbin’s development zones ranked first in Heilongjiang province.
 
In 2020, Harbin will launch an industrial park cultivation and improvement action plan, which envisages that by 2025, the annual main business income of Harbin Economic Development Zone and Harbin High-tech Zone is expected to increase to 200 billion yuan ($28.21 billion) and 150 billion yuan, respectively.
 
Meanwhile, Harbin will boost its Limin, Binxi, Acheng, Shuangcheng and Wuchang development zones into zones generating an annual business income of 10 billion yuan.
 
The Bayan, Shangzhi and Yilan development zones will be ramped up into zones with individual annual business incomes of 5 billion yuan.
 
Officials said that Harbin’s strong scientific research strengths will support the development of its zones.
 
As of 2019, Harbin had 322 high-tech enterprises in 17 development zones, four national research centers, three academician workstations and 19 doctoral workstations.
 
It also had eight laboratories at national and provincial levels, 17 national industrial demonstration bases and 10 business incubators, as well as 76 provincial R&D centers and demonstration bases.
