Raft of Harbin industrial projects resume construction

A total of 253 key industrial projects in Harbin, the capital city of China’s northernmost Heilongjiang province, have resumed construction this year, according to Harbin Daily.

Statistics from Harbin’s development and reform commission show that 131 of these under-construction projects are from Harbin’s “4+4” modern industry system.

Harbin boasts a diversified industrial base. It’s now building a "4+4" modern industrial system, with deep processing of green agricultural products, advanced equipment manufacturing, a modern biomedicine sector and tourism as its pillar industries. Information technology, new materials, finance and modern logistics have also been identified as the city's rapidly developing sectors.

From late May to the end of August, Harbin’s government conducted a 100-day action to boost construction and production resumption, while providing better services and working mechanisms and strengthening project supervision and progress tracking.

Officials stated that around 80 percent of workers on Harbin’s construction sites are city residents, helping to boost local employment and benefiting the city’s anti-virus measures by reducing migration.

The government also conducted training for roughly 200 government servants, teaching them to provide new services, project financing and land guarantees to pipeline migration.

Over a 100-day period, officials from Harbin’s development and reform commission, investment promotion bureau and statistics bureau paid field visits to offer guidance and problem-solving coordination.
