The Harbin area of China Heilongjiang Pilot Free Trade Zone (Harbin FTZ) – located in Harbin, capital of China’s northernmost Heilongjiang province – has streamlined its market entity registration system.

The zone has innovatively reformed the registration and declaration commitment system for market entity business premises, and expanded the scope of application to the entire Jiangbei integrated development zone of Harbin New Zone.

When market entities apply to establish or change the registration of business premises within the Harbin FTZ and the Harbin New Zone, they may independently choose to implement the market entity business premises registration declaration commitment system. 

When applying, now only a "Letter of Commitment for Registration and Declaration of Market Entities’ Business Premises" is required as a proof for the registration of the legal use of market entities’ business premises.

Enterprises are no longer required to submit housing ownership certificates or housing lease agreements and other supporting materials.

The streamlined measures also clarify that the residence and business premise of a market entity can be the same or separate within the Harbin FTZ, allowing multiple market entities to register on one site.

Meanwhile, the postal address can be used as the business premises of market entities for registration, while the address of the business premises of market entities is also regarded as the address for corporate litigation documents. 

The reform is expected to help promote the development of market entities’ creditworthiness system and improve the efficiency of delivering legal documents.

It is also important to further innovate and standardize the registration behavior of market entities, improve registration efficiency and convenience, and build a more open and transparent model.
