All of the major projects have started construction or resumed construction since the outbreak of COVID-19, providing work positions for around 90,000 people.
Twenty-four projects completed their annual investment plans ahead of schedule, including Baoneng International Economic and Trade Science Park and Shenzhen (Harbin) Industrial Park Science and Technology Innovation Headquarters. Another eight projects have each completed investments of over 1 billion yuan this year.
Meanwhile, three projects – including the quality and efficiency improvement of the China National Petroleum Corporation’s gas fractionation polypropylene plant and Binxian Laoyeling Wind Power Project – were completed and began production. Also, five projects were completed and put into operation ahead of schedule, including the capacity increase project for the Maiken potato food production facility and the Shuangcheng Bandung Wind Power Project.
To guarantee the smooth implementation of these investment plans, Harbin’s government is providing better administration services and arranging financial support.
Harbin has invested 40 percent of the special bonds funding and special treasury bonds arranged by Heilongjiang province to construct its significant projects.
It also organized matchmaking meetings between financial institutions and project units to satisfy the funding needs of social investment projects.
