Harbin, the capital city of China's northernmost Heilongjiang province, recently established an industrial and information industries business promotion work team to attract domestic and international investors.

The work team is comprised of officials from Harbin's industry and information, reform and development, and enterprise investment and services departments.

The focus of the business promotion team is industrial projects, public service platform projects, and productive service industry projects.

Among them, industrial projects will focus on five major directions: new materials, high-end equipment, deep processing of agricultural products and food, biomedicine, and new-generation information technology.

The public service platform projects will focus on testing platforms, information service platforms, innovative achievement industrialization platforms, and public service platforms for small and medium-sized enterprises.

Productive service industry projects will focus on R&D and design services, logistics services, energy conservation and environmental protection.

Meanwhile, the team will draw an industrial layout map, an industrial chain map, sort out the list of investment opportunities, establish a database of investment target enterprises, and compile investment promotion manuals.

The team will also implement preferential policies for investment promotion and simplify the project approval process to increase the project performance rate, start-up rate and fund availability rate.
