Harbin pursues high-quality economic development

Harbin, capital of China's northernmost Heilongjiang province, is embarking on a path of high-quality economic development with the improvement of its business environment and attractiveness.

Last year, Harbin introduced 213 contracted projects receiving more than 10 million yuan each in foreign investment, and their total contracted value was 391.54 billion yuan ($58.75 billion). The actual use of capital outside Heilongjiang province increased by 36.7 percent.

Harbin has issued policy documents such as the commitment system for enterprise investment projects, and has sped up and optimized the handling of 1,200 government affairs. It now boasts among the best service provider in the country for such affairs.

A few days ago, the approval reform of construction projects in Harbin was listed as a national model, and its online government service capacity ranked first in Northeast China.

Meanwhile, Harbin attaches great importance to the development of its "4+4" modern industrial system.

Harbin's modern industrial system covers the deep processing of green agricultural products and advanced equipment manufacturing, with modern biomedicine and the tourism sector as its pillar industries. Its rapidly developing sectors include information, new materials, finance, and modern logistics.

The total scale of Harbin's modern industrial system reached 621.37 billion yuan in 2020, according to information from Harbin's development and reform commission.

In addition to the development of its advantageous industries, Harbin has also made efforts to boost the development of its emerging industries.

It is promoting the development of a model city for digital economy innovation and development and has built 7,030 5G base stations. Eight data centers have been begun operating as well. 

The city has 1,500 new software and information service companies, an increase of 18.6 percent, and the operating income of internet and related service industries above the designated size has increased by 16.6 percent.
