Harbin area launches measures to improve business environment

The newly-launched measures involve administrative approval, supervision, and services.
The aforementioned areas will provide fast services for the establishment of privately or individually-owned businesses and domestically-funded enterprises, which will shorten the entire online processing time from three hours to just five minutes.
Simplified deregistration of enterprises will also be carried out. Eligible enterprises will enjoy relaxed qualifications and restrictions on deregistration materials, procedures, and application methods. Application processing time will be no more than one working day.
The time needed for the approval of low-risk industrial projects for social investment will be further reduced as well, and the approval time from project initiation to real estate registration will be reduced to 15 working days.
Meanwhile, the two areas will compile a list of supervision matters, clarify supervision subjects, supervision content, supervision basis, and supervision methods, which will be uniformly released by regional business environment bureaus.
They will also establish a credit rating evaluation system for market entities and a credit management system to realize the classification and differentiated supervision of market entities' credit management.
