Harbin, capital of China's northernmost Heilongjiang province, recently issued its Reform Measures to Optimize the Business Environment in 2021.

A total of 87 measures in 19 categories will be carried out to further simplify approvals for the production and operation of enterprises and optimize the business environment.

For example, the time needed to announce a business' deregistration has been reduced from 45 days to 20 days. 

During the announcement period, the time needed to simply cancel an enterprise without an objection has been reduced to one working day.

Meanwhile, Harbin's project approval, project planning permission, project quality and safety supervision, and other management approval matters will gradually implement e-licenses.

The entire process of bidding will also be electronized in Harbin. It will integrate the existing public resource transaction expert resources of various industries in the city, carry out bidding evaluation work in a variety of places, and promote the sharing of high-quality professional resources.
