China's northernmost Heilongjiang province recently launched several measures to support the development of the headquarters economy.
 
Encourage headquarters enterprise to set up operations in Heilongjiang
 
A new headquarters enterprise that sets up operations in Heilongjiang province will be rewarded a total of 10 million yuan in the year it establishes operations.
 
Help headquarters enterprise expand scale
 
A newly-recognized headquarters enterprise in Heilongjiang province will be given corresponding rewards within five years from the recognition year if its annual main business income included in the provincial statistical accounts has increased year-on-year.
 
Support headquarters enterprise in brand building
 
A one-time reward of 1 million yuan will be given to a headquarters enterprise that has been named among the top 500 Chinese manufacturing enterprises, the top 500 Chinese service enterprises, the top 500 Chinese private enterprises or the top 100 national agricultural product processing industries for the first time.
 
Those who are named among the top 500 Chinese enterprises for the first time will be given a one-time reward of 2 million yuan, and those named among the world's top 500 enterprises will be given a one-time reward of 5 million yuan.
 
Help headquarters enterprises rent and purchase office space
 
Headquarters enterprises that rent office space will be given rent subsidies for three consecutive years. For the purchase of office space, a subsidy of 5 percent of the purchase price will be given to enterprises over the course of five years, and the cumulative subsidy amount will not exceed 10 million yuan.
 
Support investment in major projects
 
Headquarters enterprises with an actual investment of more than 200 million yuan in Heilongjiang will be given a 50 percent discount on new loans in accordance with relevant regulations, and the discount period will be five years.
 
Heilongjiang also helps headquarters enterprises initiate the establishment of various angel investment, venture capital and industrial investment funds and invest in major project construction.
