Harbin, capital of China's northernmost Heilongjiang province, has launched 28 preferential tax and fee measures this year to support the operation of micro, small and medium-sized enterprises.

This was announced by Wu Hong, the chief auditor of the Harbin taxation bureau, at a press conference held on April 10.

These newly-launched tax and fee measures are in response to concerns among the public about the lingering impact of COVID-19 and aim to further expand tax and fee reductions for qualified business operators.

It was stated that the measures involve the reduction of resource taxes, urban maintenance and construction taxes, real estate taxes, urban land use taxes, stamp taxes and land occupation taxes.

Wu Hong gave an example of the phased VAT exemption policy for small-scale taxpayers. From April 1 to Dec 31 this year, small-scale taxpayers are exempt from VAT on taxable sales income with a 3-percent levy rate.

This will benefit small and micro-sized enterprises, individual industrial and commercial households and people in all industries.

Last year, Harbin reduced taxes by a total of 3.89 billion yuan ($583.65 million), assisting the recovery of many market entities.
