Harbin launches measures to support development of creative design industry

Harbin, capital of China's northernmost Heilongjiang province, recently issued several measures to support the development of the creative design industry.
 
According to the measures, Harbin will give a one-time reward of 500,000 yuan ($75,018.75) to recognized creative design innovation and entrepreneurship demonstration bases at the municipal level.
 
In addition, a one-time reward of 500,000 yuan will be given to design companies that have won the United Nations Habitat Environment Award and the Habitat Environment Model Award, which are granted by the Ministry of Housing and Urban-Rural Development.
 
A one-time reward of 5 million yuan will be awarded to companies recognized as national cultural industry demonstration parks.
 
A one-time reward of 500,000 yuan will be given to creative design enterprises included for the first time in the statistical scope of enterprises above designated size and have normal production and operation.
 
Regional headquarters, R&D centers, branches and studios of well-known creative design institutions that have been registered in Harbin and recognized by a third-party assessment are eligible to enjoy free office sites for a period of no less than 3 years.
 
Meanwhile, Harbin is promoting the construction of public service platforms for creative design data, tools, transactions, and brand promotion.
 
Applicants who have completed more than 50 percent of the total investment in the platform and are assessed to meet the conditions will be given a maximum discount of the loan amount not exceeding 2 million yuan if they get guarantees from State-owned guarantee agencies at the municipal level.
 
Additionally, Harbin will encourage enterprises, colleges and universities and industry associations to hold high-level seminars, forums, industry annual meetings and creative activities on creative design brand construction. A total of 50 percent of the events' costs will be rewarded to the organizers, with a maximum of 500,000 yuan.
