Enhancing urban transportation management: A deputy of Harbin’s Municipal Committee of the CPPCC

The background
Harbin government has spent years on improving its urban transportation, yet this has yielded few results. One of its serious traffic problems is the absence of cooperation and coordination among the three departments respectively in charge of the transportation infrastructure’s construction, management and maintenance.
Lack of parking spaces has become a severe problem that the city’s traffic management departments are concerned about.
The suggestions:
1. Formulate a service-oriented team of transportation management to ensure traffic order and safety and launch a long-term campaign to crack down on breaches of the traffic regulations.
2. Improve its urban transportation management and planning, and apply an Intelligent Traffic System (ITS), which provides a unique solution to manage traffic with information technology, and build a national aviation logistics park.
3. Make reasonable planning for new parking spaces in downtown Harbin and expand the existing parking area in residential communities.

A new comprehensive service center for childcare in Harbin is expected to be finished by the end of the year.
