A member of Harbin CPPCC committee suggests developing the city into an influential distribution center of agricultural products

The background:

As the capital of Northeast China’s Heilongjiang province, part of China’s bread basket and the largest marketable grain production base in China, Harbin has made the most contributions to this accolade.

The city has fostered a group of large wholesale markets for agricultural products, such as Xinsheng egg and poultry wholesale market in Shuangcheng district and Yurun agricultural products wholesale market.

Yet, Harbin is still facing some challenges, involving poor general planning, the vicious competition among some wholesale markets, inefficient circulation of products, and the lack of strict supervision to ensure food safety.

The Suggestions:

1. Build a distribution center for agricultural products by integrating the existing wholesales markets and form a more efficient market under a unified administration and supervisory organ.

2. Gain managerial experience from East China’s Zhejiang and Shandong province in promoting pollution-free, organic and green products.

3. Integrate its production bases, wholesale markets, logistics distribution centers, retail markets and high-end services to accelerate the circulation.

4. Strictly control access to the market and establish a public service platform based on information sharing and a number of large cold-chain logistics and distribution centers with advanced equipment and facilities to ensure the quality and safety of products.
