The representatives from Heilongjiang province will suggest more fiscal financing from the central government on investing in and subsidizing the reconstruction project of heating facilities in the province.
It is estimated that 3,400 km of heating pipes are in urgent need of renovation in the northeastern province.
These aging pipes, which were mostly laid in the 1980s and 1990s, are facing problems such as corrosion, percolation and damage in recent years. In some districts, the leakage rate could go up to even more than 10 percent.
The renovation project requires an investment of 24 billion yuan ($3.9 billion), according to an official estimate.
However, the governments at all levels in the province could not afford such a major project by themselves due to their tight budget, and it is impossible for local heating firms, and private enterprises in particular, to raise such a huge amount.
