Harbin to improve public welfare in 2015

The government of Harbin has planned a total of 69 projects to improve its people’s livelihood with an investment of 26 billion yuan ($4.23 billion) in 2015, according to local authority.

These projects cover 10 major areas, such as healthcare, employment, food safety, public transportation, all of which will be given top priority on the city’s project list this year.

Improvement of old houses and public facilities

According to the plan, the city will repair 7 million square meters of old residential floor space and facilities, it will carry out a group of energy-saving renovation projects covering 2 million sq m in urban areas.

About 50,000 households in rural areas will have their thatched cottages reconstructed. The total area of the reconstruction project will cover about 2.18 million sq m.

Harbin will renovate 170 km of aging heating pipes to improve the heating in various facilities and raise the room temperature and the efficiency of the city’s heating network.

Another project on the agenda is within the old residential communities, the security facilities such as lights and video surveillance systems will be installed.


Elimination of “zero-employment” families

The city will ensure that every family has at least one member with employment and boost the chances of further employment with various measures, such as training programs and hosting job fairs.

In 2015, Harbin will provide entrepreneurial training for unemployed people and college graduates, as well as tailored training for special groups, such as the disabled. It will also organize 50 job fairs, offering employment opportunities for 100,000 people.

Medical insurance to cover nursing homes expenditure

Harbin will provide loans to the impoverished people to pay endowment insurance, according to a regulation on helping those residents with financial support made by the local government.

In addition, the medical costs paid in qualified health service centers in residential communities will be covered in the medical insurance system.

Harbin will provide Medical insurance to cover nursing homes expenditure for those aging and elderly. The city plans to add 5,000 beds in nursing institutions and to build more nursing homes in its districts and counties.

The migrant worker's children who are under the age of six will get free vaccinations at grassroot medical institutions in Harbin.


 

Harbin ramps up childcare services

A new comprehensive service center for childcare in Harbin is expected to be finished by the end of the year.
