Nangang district authorities in the city of Harbin, Heilongjiang province say they will open more public facilities to improve the cultural service for residents, and that they are applying for status as a national pilot demonstration district in public culture.

They will also be combining all their culture resources with those of towns, villages, and communities in the case of libraries and reading rooms, with the idea of building 22 multipurpose cultural centers with Nangang in the lead of all the districts in Heilongjiang province.

They say that these centers will help publicize the law, popularize science, provide training programs, handle civil affairs and healthcare, and provide sport facilities, with this new campaign led by the district’s culture, sports and tourism bureau.

It also works with more than 20 government departments, including publicity, education, and health and family planning so they can finish it by the end of this year.
