NE China banning high-emissions vehicles this year

The city of Harbin, capital of Heilongjiang province, announced plans to ban about 42,000 gasoline-powered vehicles that fail to meet emissions standards by the end of 2015, on June 24, at a local work conference.
The topic of discussion was the elimination of ‘huangbiaoche” ("yellow-label cars”), referring to vehicles with high emissions, and the city government, including its legislative affairs office, finance bureau, traffic management department, public security bureau, and environmental protection personnel have joined together to form a group to deal with the plan.
Yellow-label cars will no longer be allowed on the road, and any that do will face penalties, local traffic police have warned.
