The Changlong Group, a leading technology company in the city of Harbin, Heilongjiang province, says it plans to set up an IT company with Pocket Mobile, a software provider in the Republic of Korea (ROK), with negotiations concluding on July 9.

The plans call for a 5,000-square-meter R&D center in the city’s comprehensive bonded zone for the new IT company’s operation base for cross-border e-commerce, and as an R&D base for information technology and product display area. The new company is expected to handle business-to-business and business-to-customer services, and cloud computing for global payments.

In commenting on the deal, the city’s vice-mayor, Liu Qi, pointed out, “The project will be the first one in the comprehensive bonded zone,” then went on to say that he hopes more South Korean enterprises will look for business opportunities in Harbin.

The Changlong Group is involved in a wide range of services in e-commerce, finance, medical and health care, agriculture, education, and advertising.
