Harbin to promote smart city construction

The city of Harbin, Heilongjiang province is working on a smart city management plan using modern information technology to improve urban management, according to its industry and information commission.
It has set up three databases on demographics, legal person and geo-spatial information in recent two years.
The population database uses ID numbers and names to collect information for different governmental departments, such as public security, health, family planning, transportation, and civic affairs, to cover more than 10 million people in nine districts.
The legal person database will provide information for market regulators, tax authorities, environmental protection, and general statistics on more than 130,000 organizations, 107,000 enterprises and 267,000 private businesses.
The geographical information will cover underground pipes public spaces and facilities on the ground with data on 730,000 urban facilities over a 110-square-kilometer area.
The city also has some new information systems to improve urban planning, digitization of infrastructure, and public services and plans to expand the application of these info systems and databases to more districts and nearby counties and to improve services in transportation, environmental protection and healthcare.
Harbin was put on China’s first list of smart city pilot projects in 2013.
