The city of Harbin, Heilongjiang province is increasing supervision of safety at all its construction projects to guard against accidents, according to an urban and rural construction commission conference, on Aug 20.

Property developers are being told to watch the sites carefully so that workers have a clean and safe environment and to install electronic access controls so that people can only get in and out with a special card.

The city says it will also remind people of safety laws and regulations, and provide warnings and tips via wall posters and slogans to try to increase public awareness of work and personal safety.
