Harbin looking for accuracy in management

Harbin says that it is improving its management by cutting its districts up into smaller areas and assigning responsible people to each area, Heilongjiang Daily reported, on Sept 8, adding that urban management bureau staff have already been assigned to the city’s eight districts -- Daoli, Daowai, Nangang, Xiangfang, Pingfang, Acheng, Songbei, and Hulan.
These staff members will be overseeing about 1,700 areas, with each in charge of his own sphere and more management officers will be sent to clamp down on unlicensed business activities, construction site pollution, open-air barbecues, and illegal ads pasted helter-skelter in public places in the bustling commercial districts and densely populated areas.
In addition, the city management say they plan to do more regular checks on the staff’s ability to enforce the law. Individuals and organizations that fail to pass the performance review or do their duties will be punished and those who refuse to improve will be exposed.
