The city of Harbin, Heilongjiang province has said it will cut the number of days with heavy pollution by 60 percent and cut the amount of particulate and fine particulate matter by more than 30 percent, the Heilongjiang Morning Post reports on Nov 26.

To improve its air quality, the city has set a target for the upcoming 13th Five-year Plan (2016-2020) to make average concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide, and ozone to meet clean-air standards by 2020.

Local environmental protection authorities have urged at least 400 enterprises and utilities to improve themselves for air quality in 2015 and the municipal government proposed an inspection plan for environmental protection earlier this year, and more than 150 problems were found during one inspection and 51 enterprises were fined 7.10 million yuan ($1.1 million) in all.
