NE China announces high-emissions vehicle ban

The environmental protection bureau of the city of Harbin, Heilongjiang province has announced that any mobile diesel-powered off-road machinery that fails to meet National Emissions Standard Level III will not be allowed in the city starting April 1, with the exception of agricultural machinery, but that diesel-powered agricultural machinery that fails to meet the standard by Dec 1, 2016, will not be allowed in.

And gasoline-powered light-duty vehicles, and diesel-powered heavy-duty vehicles such as coaches, buses, sanitation trucks and postal vehicles that fail to meet National Emissions Standard Level V as of Jan 1, 2017 will not be allowed to run on its roads.
Then, light-duty diesel-powered vehicles that fail to meet Standard Level V as of Jan 1, 2018, will not be allowed in, Level V is China’s most stringent standard and is similar to Europe’s V standard.
