The city of Harbin's civic affairs bureau says it has plans to set up an incubation center, this year to support organizations such as industrial associations, and for public charity, social welfare, and public services.

The plans are to give new social organizations access to training, capability building, information sharing, idea exchanges, ND credit evaluations. It also plans to improve the management of social organizations to develop associations with social influence and sustainable growth, and community organizations for charity and volunteer service by the end of the 13th Five-year Plan (2016-20).
