The city of Harbin has said it expects its coal consumption to account for no more than 65-percent of its energy use by the end of 2017, and notes that it will come up with plans to control coal use and make better use of different kinds of coal.

It went on to say that it will increase its use of natural gas by 100 million cubic meters annually to guarantee energy supplies, and will start a citywide campaign to replace coal with clean energy for industrial and commercial boilers.
