Helping document left-behind children in rural areas

Children who are left-behind by their working parents in rural parts of Heilongjiang province will be getting special identity cards with their personal information, according to the provincial government, which says it wants to improve the care for these children reduce the amount of harm that left-behind children may suffer.
At the same time, the provincial government is urging every family to do their duty to guard minors and is asking townships to keep documents on left-behind children and to make every child aware of their own document and it is asking civil affairs department to include rural left-behind children and poverty stricken families in their groups eligible for relief.
Furthermore, it is asking education department to establish schools and places to teach these children as part of the compulsory education policy. They should also, report to public security departments if left-behind children in rural areas are reported missing or are suffering from family violence or abuse or are harmed. In this case, any institution, including schools, kindergartens and medical facilities should report the case and anyone who fails to report will be held responsible.
