Tough new measures to improve tourism industry in Harbin

Harbin has called for joint efforts by different departments to enhance regulation of the city’s tourism industry, according to a circular released by the city government.

The circular urged police teams to strengthen comprehensive law enforcement and establish a platform to address the complaints of tourists, with the aim of standardizing procedures.

According to the circular, the city government claimed it will attach great importance to address 32 problems in seven fields, including areas such as travel agencies, scenic spots and transportation. Efforts to improve supervision of the tourism sector will be carried out by 15 departments according to their respective duties.

Investigations will be carried out into travel agencies who entice tourists with artificially low prices, but then charge for “hidden extras”. Companies that do not sign contracts or execute contracts with tourists, or which offer a substantially different itinerary to the one advertised, will also be targeted.

In scenic spots, unauthorized charges will be forbidden, and sales of combination tickets will also be strictly prohibited.

The circular also suggested forming a comprehensive law enforcement team, involving people from the department of environmental protection, the city management and official responsible for market regulation. Tourists with complaints can call 12345.

Furthermore, Harbin will establish a penalty system for those caught breaking regulations and the details of travel operators punished will be published online.

Harbin ramps up childcare services

A new comprehensive service center for childcare in Harbin is expected to be finished by the end of the year.
