The 13th Five-Year Plan (2016-20) for Harbin’s agricultural and economic development in rural areas was recently published by the city’s agricultural development committee.
The per capita disposable income for famers will have increased to 18,000 yuan ($2,698) by the end of 2020, the plan projects.
