The Heilongjiang government has introduced new measures to encourage colleges to open their sports venues to the public.

The government urged every college to make it clear when and which of their sports venues will be open to the public.

According to the measures, college sports venues will be open mainly to local residents and social organizations. Anyone using the facilities will have to show their national identity cards or other valid documentation.

According to the policy, universities and colleges should open their sports fields for at least two hours every day, especially during weekends, holidays, and vacations.

Besides opening times and locations, schools should also publicize their pricing to the general public. Meanwhile, the public should be notified whenever a public facility is to be closed for any reason.

The colleges can choose to charge either a small fee or let people use their facilities free of charge. Those who don’t provide valid ID or vandalize public facilities will be barred from using them.

The new policies will start on Oct 11, and will be trialed for one year.
