Heilongjiang to attract more investment for PPP projects

Heilongjiang will strengthen its efforts to promote public-private partnership (PPP) projects, according to measures by the provincial government.
The measures were enacted by the Heilongjiang government in response to the guidance released by the State Council to further promote the development of northeast China.
All PPP projects in Harbin that meet certain requirements should be included in the PPP project library of the province, according to the measures.
The government will continue to create a fair and equal market environment to attract more social capital to participate in PPP project construction.
Private capital is also urged to participate in PPP project construction.
Furthermore, the government will promote reforms for the marketization of public resources. Investors will be chosen through a bidding process for projects, such as supplying water and heat, sewage treatment and biomass power generation.
