Harbin mayor encourages city rejuvenation

Harbin hopes to achieve results in economic and social development through structural adjustments and reform in the future, said Song Xibin, mayor of Harbin, at a recently held meeting.

Song claimed that Harbin’s economy has maintained stable development over the past year.

"Harbin has reached a new high in comprehensive economic strength, and has made active progress on structural adjustments," he said.

The gross regional product of Harbin in the first three quarters of 2016 amassed 600 billion yuan ($86.5 billion), taking the lead in Northeast China.

The growth of industrial added value in 2016 reached 5 percent. The tourism industry has become the city's second most developed industry following the food industry, with a total revenue of 103 billion yuan.

More than 1,000 tech companies have been registered and the added value for Harbin’s technology industry reached 100 billion yuan.

In 2016, the grain output in Harbin was 118 kilograms, and the total output of meat, egg and milk was around 3 million tons.

The public financial budget revenue reached 37.62 billion yuan, a year-on-year increase of 7.5 percent. The proportion of private investments attained 291.93 billion yuan, accounting for 76.8 percent of investments in the whole city.

The passenger throughput of Harbin Airport reached 16.27 million in 2016, taking the lead of the airports in China’s northeastern areas.

Over the past few years, Harbin has continued to deepen reforms and has laid a solid foundation for the rejuvenation.

Harbin has invested more than 20 million yuan into 2821 projects from 2011 to 2016. These projects include the Wanda cultural and tourism town, Chang’an Ford Motor industrial base and a gas turbine industrial base for the China Shipbuilding Industry Corporation.

Last year, 77 projects were included in the key projects of the province which need to be promoted with more care.

Harbin has adopted a public-to-private partnership model for nine key projects, including Harbin's rail transits and underground pipelines.

Song urged to accelerate the development of Harbin's economy in the coming years.

Song said that great efforts should be made on big projects, such as the China Mobile data center and the nuclear turbine production bases for the Harbin Electric Group.

"We should take strategic measures to promote the upgrade of both traditional industries and new emerging industries," he said.

"The government will promote the integration of the tourism and fashion industries," he said.

Song also urged to promote innovation driven-development, and to enhance cooperation with colleges and scientific research institutions.

Meanwhile, Song called for the further reform of State-owned companies and for the promotion of modern and international city construction.

Harbin ramps up childcare services

A new comprehensive service center for childcare in Harbin is expected to be finished by the end of the year.
