Harbin releases plan to improve staff quality

Harbin has recently released a plan for improving staff quality in Harbin.
The five-year plan (2016-2020) is aimed at comprehensively improving their cultural competence, working skills and quality of innovation.
The plan calls for the education of workers through new media, and further improves people’s professional ethics, social morals, family virtues and personal mortality.
A collection of organizations and persons who have done well with the professional ethics initiative will be given awards every two years, according to the plan.
Trade unions are encouraged to build libraries for employees, according to the plan. Three national level and 30 city level demonstration libraries will be built every year, so as to attract staff members to take part in reading activities.
The plan also urged to improve incentives for staff members to improve technological skills. Those who are competent in their working skills will be given the title of “Harbin craftsman.” Forty companies will be chosen for their good performance in staff member training and motivation every year.
Special funds will also be given to staff members with high skills by the innovation office for professional talents. By 2020, about 300 innovation offices for professional talents will be built to give directions for the construction of teams with high professional qualifications.
