Harbin has issued a comprehensive action plan to promote innovative transformation and nurture new engines for development, particularly in the new energy vehicle sector.

By the end of 2019, Harbin, the capital of Heilongjiang province, will enhance its capability for independent innovation and technological competence, according to the plan.

The city will accelerate the upgrading of the automobile industry and build more production bases to make new energy vehicles, and accessories, the plan said.

Meanwhile, great efforts will be made to develop three to five companies to manufacture new energy vehicles.

Furthermore, 3A level scenic spots are being encouraged to install free WiFi, intelligent tourist guides, and provide electronic information at some tourist attractions.
