The Bincai community on Xueyuan Road in Harbin was founded in September 2013.

With an area of 4.7 square kilometers, there are four residential areas, 221 residential buildings, 12,652 homes and 19,921 residents in the Bincai community. Among the facilities and amenities are a one-stop service hall, community culture and sports activity center, disaster prevention and mitigation office, morality lecture hall and senior homecare service stations.

Building an organizational system for community construction

Party members in the community have been actively promoting the role of the Party in community work. Nine of the more than 30 party members were selected as association leaders, who also serve as the backbone of activities, propagandists of political thoughts, inspectors of policies and regulations, officers focusing on public opinion and collectors of information on people's livelihoods.

In an effort to “bid for a national civilized city award”, these leaders have been advocating volunteer service, socialist core values, neighborhood friendship, and ideological and moral education for minors. The nine Party groups have played exemplary roles and have helped achieve the full involvement of the Party organization in community construction.

To deepen the understanding of socialist core values, various community cultural activities have been organized. Party member Ma Yongping from the fitness dance association organized fitness dance rehearsals for members. Under her leadership, the association has done well in the Harbin Happy Dance competition for several years. Inspired by Ma Yongping, Party members from other associations have also organized various activities.

Resident's activity is the soul of a community. Therefore, Party organizations have provided guidance for activities, made plans and chosen holidays that convey a positive image and put more emphasis on neighborhood relationships.
