Digital management helps Harbin compete for National Civilized City Award

Harbin began implementing its digital urban management system platform project in 2006 with a focus on innovation in urban management and integration of urban management resources.

The Harbin Urban Management Supervision Command Center was established in 2006 to assume digital management services and technical support responsibilities. In the past 11 years, the command center has focused on the wisdom of urban construction and the city's urban management tasks and requirements. The center gives full play to high-level supervision, coordination and command functions.

It actively uses information management means to continue to promote the construction of an integrated management platform, and vigorously expands the field of civil service space to provide strong technical support and protection of information services as part of the city’s bid to become a national civilized city.

The city has established an information management platform that can be used for urban management, air defense during wartime and emergency response command.

The platform consists of eight systems and 22 subsystems. The eight systems include a call center, geographic information, wireless microwave mobile monitoring, and satellite remote sensing.

The 22 sub-systems include a digital cluster, electronic police monitoring, video conferencing, dynamic image transmission, a database and digital exchange.

Harbin has promoted the construction of a video management system for urban management in accordance with national standards and with its own innovations.

There are 950 video surveillance cameras set up on major roads and in areas of the city. A modern information security service platform for digital city management service platform with regional characteristics has been established in Harbin.
